Ukraine’s gaming oversight authority has introduced an innovative approach to combating unlawful promotional activity within its gambling industry. PlayCity, the governmental body tasked with monitoring wagering operations, has unveiled a web-based system enabling everyday citizens to identify and report illicit gaming advertisements.
The digital submission portal went live on PlayCity’s primary website. It modernizes what had been a cumbersome, document-intensive complaints procedure into a streamlined web form.
Reporters begin by identifying where they encountered the advertisement. Available categories encompass digital social platforms, internet sites, broadcast television, radio programming, billboards and physical signage, plus additional distribution methods.
Subsequently, individuals can attach corroborating materials. These may consist of web addresses, photographic captures, or recorded footage documenting the problematic promotional content.
Platform Functionality and Complaint Processing
Following submission, all materials become permanently archived within PlayCity’s database. Those filing complaints receive electronic notifications tracking their submission through each stage of assessment.
A notable capability addresses fleeting digital content. Ephemeral social media posts, particularly stories, typically disappear after twenty-four hours.
When reporters provide links to such temporary content, the platform immediately captures and archives it. This ensures PlayCity personnel can examine the material long after its original posting has vanished from public view.
“We continue to digitalize processes in the field of gambling regulation and make interaction with PlayCity even more convenient,” the regulator said in a press release last week.
Every submission undergoes initial assessment by PlayCity personnel to establish whether the promotional content breaches Ukrainian regulations. Upon confirming infractions, the regulator possesses authority to demand social platforms remove the offending material.
Accounts persistently distributing unauthorized gambling promotions face potential permanent suspension. When PlayCity cannot establish the identity of violators, criminal investigators may become involved in tracking down responsible parties.

Expanded Enforcement Against Unauthorized Promotions
PlayCity has simultaneously cultivated direct cooperative agreements with prominent technology companies. Current partnerships include Meta, Google, TikTok, Twitch, Viber, and YouTube, all focused on restricting distribution of unlicensed gambling materials.
During the previous month, PlayCity revealed a dedicated collaboration with YouTube targeting removal of illegal gaming promotions appearing on that platform.
Through this initiative, one YouTube account possessing over 3,000 followers received a complete takedown following publication of gambling advertisements. Another video marketing an unlicensed casino operation was deleted from an account boasting more than 133,000 subscribers.
PlayCity represents a fairly recent institutional creation. The organization commenced operations in June 2025, succeeding the Commission for the Regulation of Gambling and Lotteries, commonly referenced as KRAIL.
KRAIL faced dissolution the previous year following persistent complications with license processing and antiquated operational frameworks. Ukrainian authorities determined that comprehensive institutional reformation was necessary.
Throughout its initial eleven months of operation, PlayCity has demonstrated rapid progress. The agency has collected nearly ₴80 million, equivalent to roughly $1.8 million, through penalties assessed for illicit gambling operations.
