Nearly two years have passed since Buenos Aires province unveiled an ambitious strategy to combat teenage gambling problems, and now a regional legislator is demanding accountability.
Valentín Miranda, a provincial deputy, has submitted an official inquiry to Governor Axel Kicillof’s administration regarding the Comprehensive Plan to Tackle Problem Gambling Among Adolescents, which was rolled out in July 2024.
Miranda is seeking clarity on whether the program remains operational, details about its leadership structure, and information about meeting frequency among participants.
The initiative was initially presented by multiple high-ranking provincial authorities, including Health Minister Nicolás Kreplak, Security Minister Javier Alonso, Justice Minister Juan Martín Mena, former Education Director Alberto Sileoni, and Gonzalo Atanasof, who heads the Provincial Lottery and Casino Institute.
During its announcement, officials stated the strategy would bring together seven government ministries and provincial agencies. This collaborative body was intended to align healthcare services, educational outreach, and enforcement actions to address the growing trend of teenage online betting.
While Miranda acknowledges widespread political consensus that youth gambling represents a serious concern, he contends there is insufficient evidence demonstrating whether the plan has achieved tangible results.
Deputy Requests School Data and Treatment Program Statistics
The legislator has requested comprehensive information regarding investigations, research studies, and public policy measures connected to the program. He is particularly interested in understanding how the General Directorate of Culture and Education has participated in tackling this challenge.
Miranda specifically inquired about educational outreach efforts within schools and whether educators have received specialized training to identify gambling-related issues among their students.
He has also called for statistics on intervention and support services available to young people struggling with gambling problems. This encompasses figures on beneficiaries reached and the extent of family involvement in both prevention strategies and rehabilitation efforts.
Another significant issue Miranda raised involves the absence of concrete data regarding minors accessing gambling platforms. He emphasized that this information vacuum undermines the ability of authorities to perform their responsibilities effectively.
Miranda characterized his information request as constructive rather than adversarial. He stressed that consensus exists across political lines about the urgency of addressing adolescent gambling dependency and that his goal is to facilitate progress.
“We are counting on the promptness of the executive branch’s reply to our queries,” he said.
Promised Gambling Oversight Body Remains Inactive
Earlier in the current year, during the opening session of the Buenos Aires Congress of Deputies, legislators authorized the establishment of a Commission on Gambling, Lottery, and Prevention of Gambling Addiction. This commission was designed to examine legislative proposals concerning gambling regulation.
Opposition legislators report that the commission has yet to be constituted. This holdup has prevented progress on numerous bills designed to address underage gambling participation.
Among the stalled legislation is a bill that advanced through the Addiction Prevention Commission in November 2024. That proposal consolidated several initiatives from opposition deputies targeting youth gambling problems.
Miranda has emphasized the extensive damage caused by underage betting. He noted that the compulsion impacts young people’s financial stability, family relationships, social interactions, academic performance, and future career prospects. He also highlighted its contribution to both physical and psychological health complications.
When the prevention strategy was originally introduced, Government Minister Carlos Bianco explained it was developed following direct instructions from Governor Kicillof to support vulnerable teenagers and bring oversight to gambling operations.
Health department officials at that time released findings from a June 2024 study involving 434 secondary school pupils. The research determined that 34% of respondents had engaged in online gambling on at least one occasion.
Recommended interventions at the program’s launch included school-based awareness initiatives, educator preparation programs, blocking access to gambling websites through school networks, implementing biometric systems to verify user age, and imposing tighter controls on gambling advertisements.
