OpenAI is accelerating its advertising ambitions with the appointment of a seasoned Meta executive. David Dugan, who recently departed Meta after spending over a dozen years with the social media giant, will assume the position of VP of global ad solutions.
During his tenure at Meta, Dugan held the position of VP overseeing global clients and agencies—a strategic role that positioned him as the primary liaison for the world’s largest advertising budgets. His career background includes stints at advertising firms within major holding companies such as Publicis Groupe.
In his new capacity, Dugan will work under Brad Lightcap, who serves as OpenAI’s chief operating officer.
This strategic recruitment arrives as OpenAI seeks additional revenue streams to offset substantial operational costs beyond its existing subscription model. The AI company launched advertising trials on ChatGPT’s no-cost version and lower-priced subscription tiers in recent months.
Pivoting From Previous Philosophy
In 2023, CEO Sam Altman expressed reservations about the advertising model. During a Harvard discussion, he remarked: “Ads plus AI is sort of uniquely unsettling to me. I kind of think of ads as a last resort for us for a business model.”
Altman’s apprehension focused on maintaining user confidence—particularly concerns that advertising interests might compromise ChatGPT’s objectivity. OpenAI has publicly committed that advertisements won’t affect the chatbot’s outputs and that private user interactions won’t be monetized through advertiser access.
The organization already features significant Meta experience in leadership positions. Fidji Simo, currently serving as CEO of applications while directing product and business operations, previously held the role of VP and head of Facebook. During that time, she managed advertising initiatives for approximately ten years before leading Instacart through its public offering and subsequently joining OpenAI.
Competitive Pushback
OpenAI’s advertising pivot hasn’t gone unnoticed by industry competitors. Anthropic leveraged Super Bowl LX to air advertisements that openly criticized OpenAI’s decision to introduce ads on free and budget ChatGPT plans—a deliberate challenge to the company’s strategic evolution.
Additionally, OpenAI brought on Denise Dresser, former Slack CEO, as chief revenue officer in December 2025, further demonstrating the company’s commitment to expanding its commercial operations rapidly.
Dugan’s arrival strengthens this growing commercial team. His extensive network spanning major advertising conglomerates and multinational corporations represents a valuable resource as OpenAI seeks to carve out territory in the digital advertising landscape where Meta produced nearly $200 billion in annual revenue during 2025.
